Grusch stated the claim publicly in June 2023 and repeated it under oath before a House Oversight subcommittee on July 26, 2023. He filed a whistleblower complaint with the Intelligence Community Inspector General; his counsel has said the ICIG found his complaint "credible and urgent." He testified that his knowledge came from other officials rather than direct observation.

AARO's Report on the Historical Record of U.S. Government Involvement with UAP, Volume 1 (March 8, 2024) stated it found no verifiable evidence that any U.S. program has possessed or reverse-engineered non-human technology, attributing many such claims to misidentification, circular reporting, and misunderstanding of sensitive conventional programs.
